Philippine SEC Embraces RWA Tokenization to Combat Investment Scams

In a significant leap towards innovation in the financial sector, the Philippine Securities and Exchange Commission (SEC) has confirmed its readiness to embrace the tokenization of real-world assets (RWAs). Speaking at the Philippine Blockchain Week 2026, SEC Commissioner Rogelio Quevedo expressed confidence in the agency's regulatory framework, stating that the time has come to leverage this transformative technology for the benefit of investors and the economy.

Commissioner Quevedo articulated the potential of tokenized assets to expand investment avenues for Filipinos, particularly overseas workers (OFWs) who often fall victim to deceptive investment schemes. “Our OFWs have significant capital but lack adequate guidance on how to manage and grow their investments,” he remarked, emphasizing the importance of legitimate options to steer them away from scams.

Highlighting the SEC's proactive measures, Quevedo noted collaboration with tech giants like Google and TikTok to target and eliminate illegal investment offerings. “We are also utilizing artificial intelligence to combat these unscrupulous activities,” he added, reinforcing the SEC’s commitment to investor protection in the Philippines. The agency’s approach positions regulated tokenization not only as a catalyst for financial innovation but also as a vital tool for safeguarding the interests of local investors.

The SEC's initiative aligns with its Strategic Sandbox, known as StratBox, which allows fintech entities to trial innovative financial products under supervised conditions. This regulatory framework permits the SEC to waive or adapt specific legal provisions to foster development while maintaining legal compliance among participants. As of November 2025, four companies, including one focused on tokenized real estate offerings, had already entered the sandbox, paving the way for further exploration of tokenized financial products.

As the Philippine SEC prepares to embark on this new chapter in the landscape of financial securities, it not only outlines a path towards modernizing capital markets but also reiterates its vital role in protecting investors from the increasing prevalence of financial fraud. This evolution in regulatory perspective could genuinely reshape how Filipinos approach investments in the digital age.
